A government servant's payslip does not follow the private-sector stack of employee EPF, SOCSO, and EIS. For a permanent pensionable officer, the retirement scheme is not an 11 percent deduction. KWAP's published contribution notes, and section 8(1) of the relevant statutory scheme, put 17.5 percent of monthly basic salary on the employer. That money is an employer cost. Deducting 17.5 percent from the officer's net pay would invent a deduction the slip does not make. This page shows it beside the result and does not subtract it.
The load button is basic RM3,000 plus RM200 that you are treating as taxable, pensionable, single, age 30, no children. Annual income is RM38,400. Personal relief RM9,000 leaves chargeable income of RM29,400. Tax on that is nothing on the first RM5,000, 1 percent of the next RM15,000 (RM150), and 3 percent of the remaining RM9,400 (RM282), so RM432. Chargeable income is not over RM35,000, so the RM400 resident rebate applies and annual tax is RM32. Monthly PCB is RM2.67. Take-home is RM3,200 minus RM2.67, which is RM3,197.33. Employer KWAP is 3,000 × 0.175 = RM525.00, and it stays off the take-home line.
Clear the allowances and the same basic gives chargeable income of RM27,000. Tax before the rebate is RM360, the rebate wipes it, and PCB is zero. That is why the allowance box matters. Many public-sector allowances are exempt or only partly taxable, and this page does not hold the benefits-in-kind list. Type only the amount you believe is taxable. A loan repayment, zakat, or a cooperative deduction on the slip is not in the estimate either. If the number on the slip is lower, one of those is usually why.
SOCSO and EIS are not deducted here. The employee rate for public-sector coverage was not confirmed from a single payslip rule that this file can stand behind, so the page does not invent a ringgit. If your slip shows those lines, use the figures on the slip rather than this estimate. If the slip shows KWSP, you are not in the pensionable option: choose the EPF scheme, which runs the private-sector Third Schedule on basic salary only and still estimates PCB on basic plus the allowances you typed, or move to the net salary page when the wage is the private-sector wage.
SSPA grade and step are not calculated. A wrong step would look more precise than a basic salary you typed from the slip. Type the basic. The day and hour page and the overtime page follow the Employment Act, which is a different statute from the civil-service circulars. Do not feed a pensionable basic into those pages and call the result a government OT rate.
